(Monographs on Communications Technology and Utilization 5) Abstract: Rural radio forums were begun in Ghana in 1964, patterned after similar projects in Canada, India, Nepal and Zambia. The Ghanaian Broadcasting Corporation organized 60 experimental and 40 control forums in Akan language communities with support from the Australian Broadcasting Commission, and the United Farmers' Council Cooperatives of Ghana. The original purpose was to distribute visual aids and printed program guides, broadcast the programs, organize group discussion, promote group action and evaluate feedback reports. Now there are 3 weekly forum programs in each of 3 languages. Current objectives are to form more stable forums, by holding special inaugurations, raising funds for expenses, taking on self-help projects, and keeping up feedback and evaluation. Financing has been a problem, since as soon as the pilot project was underway, outside funding ceased. Financial support is always needed, particularly for providing more radios for people in the north, more durable cassette recorders, and Land Rovers equipped with VHF transceivers. Questions about the prospect of the radio forums center around the role of radio-farm-forums in the future development of the country, future formats of forums, and who should organize, manage and finance forums in the future. A target of 500 forums has been set. Forums will likely be a permanent fixture if they are based on a pre-existing social framework.
